Developing in the mountains of Western North Carolina may have special construction issues such as steep slopes, high quality waters and high-density developments. Good planning is crucial to the success of your project. Start your planning process early to avoid costly delays, and save money by “doing it right the first time.”

This brochure was designed to make it easier to find where to go when you have questions about developing land, building a house, starting a business or re-locating a business. Agencies enclosed are happy to provide you advice, assistance and can review with you regulations.

The list of development activities contained in this brochure are many common ones associated with building, but there are others not listed here that you may encounter in your project. The agency list will give you a good idea of the type of activity each regulates or can provide assistance.

Contact the right agency BEFORE PERFORMING WORK. Some development activities require multiple permits, if the location has multiple regulations. Remember, doing it right the first time saves time and money.
