In 2009 the Tax
Assessor’s office conducted a
county-wide revaluation of real
property. North Carolina General
Statutes require that real property
be assessed at market value at least
every eight years. It had been
seven years since the last
revaluation in Transylvania County.
Five members of the Tax
Administrator’s thirteen-person
staff worked directly on the
revaluation of approximately 30,000
property records, and the entire
staff became involved during the
4,321 informal hearings that
followed the issuance of the
property tax appraisals.
Considerable time and effort has
been spent settling real and
personal property tax appeals made
to the North Carolina Property Tax
Commission. Of North Carolina’s 100
counties, only 40 do revaluations
with their own staff rather than
through outside appraisers. It is
estimated that the county saved
approximately $500,000 by doing the
revaluation in-house versus
outsourced. Overall real property
in the county increased in value by
an average of 49%.
In addition to participating in the
revaluation, the Tax Assessor’s
office performed its routine
duties. These duties included
updating the value of 32,281 motor
vehicles, mobile homes, boats,
trailers, and airplanes; changing
1,592 real property records; and
processing a multitude of wills,
death certificates, building
permits, and property splits. The
Tax Assessor’s office provides
various records to realtors,
attorneys, surveyors, other county
offices, and the general public.
