Orange Tags that are
purchased at the Collection Centers and Landfill for bagged
garbage will be $1.50 per tag starting July 1,2007.
Pay Online
Recycling:
Bottles, cans and
paper are collected at each of the collection centers listed on
the left.
Used motor oil is collected at Pisgah Forest and Woodruff.
Automotive batteries are collected at Calvert and Woodruff.
Appliances are collected at Woodruff.
All material collected for recycling is sold and shipped to
brokers in the region.
Collection:
Waste collection is
provided at the three collection centers listed and at the
Woodruff Landfill.
Container service:
We charge $100 to
deliver a container and $100 every time we pull it to be
emptied.
We rent the container for $120 per month.
Waste is invoiced at $45 per ton.
You pay for pull service, rental, and waste disposal.
You cannot place items in the container that are banned from
landfill, such as Automotive batteries, appliances, paint,
liquid, tires. We can provide disposal service for some of
these items, but they have to be separated.
You need to be careful not to overload the container. If you
exceed six tons, we may be subject to fines that we would charge
to you. The customer would need to have an account
established.

Household Hazardous
Waste:
HHW collections are held the first Wednesday of the month
from April to October. Items are to be brought to the Woodruff
Landfill from 9:00 to 12:00 and by appointment.
Materials that will be accepted include pesticides, weed
killers, bug sprays, used motor oil, antifreeze, gasoline,
kerosene, motor and recyclable batteries. Materials that will
not be accepted include liquid paint, medical wastes,
industrial or business waste, explosives or unknowns. All
containers must be labeled.
Only material from Transylvania County residential sources is
accepted.

Taking
materials to the landfill:
The landfill is located on
Woodruff Road southwest of Rosman. The entrance is off Highway
64 just past the Mitchell-Bissel Plant. Loads must be moved in a
manner that the contents will not leak or spill and shall be
covered to keep contents dry and to prevent blowing of material.
When you get to the main building pull onto the scales and the
scale operator will ask to see your drivers license and will ask
what type of materials you have. You will then be directed where
to dispose of them. After unloading drive back on the scales to
weigh out and pay, if necessary.
Paying for
disposal:
Transylvania County operates under a user fee program.
Residents pay for the trash they generate. You can reduce your
cost by recycling and reducing the amount of trash you generate.
At the landfill, trash, scrap metal, scrap lumber and shingles
cost $45 a ton to dispose of. Unpainted block, unpainted
concrete and asphalt cost $20 a ton. Brush, untreated and
unpainted lumber and yard waste cost $15 a ton. Stumps and dirt
cost $5.00 a ton. There is a $5.00 minimum charge at the
landfill.
The collection centers at Connestee, Calvert and Pisgah
Forest are designed to accommodate bagged household waste. There
is a scale at Pisgah Forest where small, unbagged items may be
taken to be weighed. Orange fee paid stickers are available at
the centers for $1.50. One sticker is to be placed around the
neck of each bag of trash. The weight limit for the bags is
thirty pounds. There is no charge for recyclable materials. Cash
or checks are the only acceptable forms of payment. No credit
cards are accepted.
Contractors, haulers and others who use the landfill
frequently can apply to open a credit account at the landfill.
Applications are available from the County Finance Office,
884-3104. Qualified applicants will be assigned a customer and
vehicle identification number. Billing statements are mailed out
at the end of each month.

(2.) Electronics:
TV’s and computer monitors should be taken to the Woodruff
Landfill. The charge for disposal is $10 per unit. Items such as
VCR’s, Computers, printers, and stereo components will be
accepted for $5.00 each. Microwave ovens and “boom” boxes are
considered trash and should be weighed with other garbage. Cell
phones and rechargeable batteries will be accepted free of
charge.
(3.) Recyclable materials:
Transylvania County accepts the following recyclable
materials free of charge.
All items will be marketed so certain quality standards must
be met. Items
must be clean, free of contaminants and sorted properly at
our collection centers.
(A) Newspapers and inserts-accepted at all locations
(B) Mixed paper-includes magazines, junk mail, cereal
boxes (remove plastic
liner), paperback books, phone books, office paper, and
toothpaste and tissue
boxes. Accepted at all locations. No paper towels, napkins,
or coated paper.
(C) Glass Bottles- green, brown and clear bottles are
accepted at all locations.
Please rinse. No pane glass, plates, drinking glasses or
light bulbs.
(D) Plastic Bottles- #1 PETE and #2 HDPE bottles (they
must have a neck) are
accepted at all locations. Please Rinse. No motor oil,
pesticide, or antifreeze
bottles. No butter tubs, yogurt or sour cream containers, no
plastic cups or
bowls. No cake or pastry containers. No flower pots.
(E) Steel food cans-labels can be left on. Please
rinse. Accepted at all locations.
(F) Aluminum beverage cans- No foil or pie pans.
Please rinse. Accepted at all
locations.
(G) Cardboard- dry, corrugated, flattened cardboard
boxes. No pizza or wax
coated food boxes because of contamination. All locations.
(H) Tires- up to 5 tires without rims accepted free at
Woodruff Landfill.
(I) Appliances- refrigerators, stove, hot water
heaters, washer and dryers,
dishwashers, freezers, and air conditioners are accepted free
at Woodruff
Landfill. There is a charge for microwaves, toaster ovens,
dehumidifiers and
other small kitchen appliances.
(J) Batteries- Automotive batteries are accepted at
Woodruff, Calvert and Pisgah
Forest. Small rechargeable batteries are accepted at all
locations.
Non-rechargeable batteries should be placed with household
garbage.
(K) Used motor oil, oil filters and antifreeze-
accepted at Woodruff, Calvert
and Pisgah Forest.
(4.) Materials that are prohibited from being disposed
of in the landfill:
Tires- must be brought to Woodruff landfill and
stacked in tire trailer
Automotive batteries- Can be taken to Pisgah Forest,
Calvert or Woodruff
Landfill and placed in storage containers
Liquid Paint- paint must be dried. Open lid and let
dry or add kitty litter or
sawdust and then dispose of can in household garbage.
Aluminum Cans- NC General Statute 130A309.10(f)(6)
prohibits putting
aluminum beverage cans in the landfill. Recycle them at our
collection centers.
Used Motor Oil- put in collection drums at Pisgah
Forest, Calvert and Woodruff.

Recycling aluminum uses 95% less energy that producing alluminum
products from raw materials.
Recycling a year's worth of newspaper saves 2,200 gallons of
water, and 4 trees, and prevents 15 pounds of pollutants from
entering the atmosphere.
Recycling plastic bottles saves 50% to 60% of the energy that
would be needed to make the same product from new materials.
Recycling a glass jar saves enough energy to light a 100-watt
light bulb for four hours.
REMOVE, RINSE,
RECYCLE
Our community has taken a step
in the right direction, and we're one of many communities
nationwide that are recycling plastic soft drink bottles made of
polyethylene terephthalate (PET) and milk jugs made of high
density plyethylene (HDPE).
We need your help for plastic recylcing to be successful. PET
and HDPE plastic recylcing works est when you follow the 3 R's -
REMOVE THE CAP and discard it properly, RINSE AND FLATTEN THE
CONTAINER to create more space for recylclables in your bin, and
RECYCLE. These small steps can make a big difference. Remember
to steady yourself by holding onto something sturdy when
flattening containers.
Once your plastic soft drink bottles and milk jugs are
flattened, set them out with your other recyclables at the curb.
Remember...PET plastic soft drink bottles and HDPE milk jugs
belong in your recycling bin!
PET plastic soft drink bottles are recycled into new containers,
carpeting, and fiberfill for ski jackets and sleeping bags.
By Recycling PET and HDPE plastic containers today, we can clean
up our community - and save valuable resources for tomorrow.

When waste is placed on the stone any leachate generated
will be removed through the drainage layer and pumped to
a storage tank. From there it is transported to
wastewater treatment.
