Commissioners present were Chairman Ray Miller, Jason Chappell, Jeff Duvall, David Guice and Kelvin Phillips. Staff members present were Manager Artie Wilson, Finance Director Gay Poor, Personnel Director Sheila Cozart, Planning and Economic Development Director and Clerk to Board Kimberly Conover.

Mr. Jack Hudson, president of the Transylvania Historic Society, was also present. No media representative was present during the early part of the meeting.

The meeting was called for the purpose of considering the FY 2005-2006 budget and to conduct a public hearing on an application for a small business incubator grant at Blue Ridge Community College. The budget was presented this year on CD and commissioners used laptops to review documents. Printed copies of the budget are on file in the finance office, administration building, and at the library.
