The Housing Assistance Corporation is a private, non-profit organization committed to providing safe and affordable housing for persons of limited income living in Henderson County and surrounding areas because they believe every human being deserves the opportunity to live in a decent home. This organization allows most of its services to extend to Transylvania County, these services include Self-Help Technical Assistance for Single Family homes, Direct Purchase, and Down Payment Assistance. They also provide help with home repairs for individuals who need urgent repairs, restoration, and rehab of single-family homes.

 

Services

New Homes

The New Homes program is an alternative to the Self-Help program. It offers the same attractive, quality homes at affordable prices with no sweat equity required.

Direct Purchase

Direct Purchase is an alternative to new construction. With the direct purchase, option clients are able to purchase an existing home through the assistance of a realtor. An additional benefit of the direct purchase program may include down payment assistance.

Down Payment Assistance

Down Payment Assistance is offered through the North Carolina Housing Finance Agency (NCHFA). It is a deferred payment, a non-forgivable mortgage with 0% interest rate that can increase your purchase power or reduce your first mortgage amount making your monthly payment even more affordable.

Urgent Repair Program

The Urgent Repair Program (URP) fund in the form of a loan to make urgent repairs that threaten one’s ability to stay in their home. 

Requirements include:

  • Owner-occupied, full-time resident of Transylvania County
  • Site-built and manufactured homes are eligible
  • One household member must have a special need (62 years old or more, handicapped or disabled, a single parent with a dependent living at home, a veteran, a large family with 5 or more household members, and/or a child aged 6 or under with an elevated blood lead level)
  • Must have urgent needs that cannot be met through other state or federal programs
  • Household income must not exceed 50% of Statewide Income
  • URP Application

Home Preservation Grant 

The Home Preservation Grant (HPG) is designed to restore homes so they can be a longer-lasting component of Transylvania Counties Housing Stock. Applications will be taken on a first-come, first-served basis.

  • Site-built home, mobile homes are not eligible.
  • Home must pass an environmental review, and historical review when applicable and be approved by USDA
  • Client must complete  USDA application

Essential Single-Family Rehab

The Essential Single Family Rehab (ESFR) fund is to bring a moderately deteriorated home up to NC building code standards. Grants are 3-year cycles. We can serve more than 5 clients as this is a loan pool that we can continue to visit as we approve and complete projects if there is funding available.

Additional Requirements for Application Intake 

  • Owner-occupied, full-time resident of Transylvania County.
  • Site-built and off-frame modular units are eligible as well as manufactured housing if the foundation and utilities are permanently affixed including removal of all transporting equipment like wheels, tongue and axels and if there is a full masonry foundation with tie-downs
  • One household member must be 62 years old or more, disabled, a veteran, and/or a child aged 6 or under if there is lead in the home 
  • Household income must not exceed 80% of the area median income
