Notice is hereby given that the Transylvania County Board of Commissioners will conduct a public hearing on September 28, 2026, at 6:00 PM, or as soon thereafter as the agenda will allow, in the Multipurpose Chambers of the County Administration Building relative to the intention of the County to apply for FY2027 CDBG funding under Title I of the Housing and Community Development Act.


Transylvania County intends to apply for a grant of approximately $1,000,000 in CDBG Infrastructure funds to complete the Brevard High School Sewer Improvements Project.


Project Description:
The project is critical to the infrastructure of Brevard High School, one of only two high schools in Transylvania County, serving about 800 students (address: 609 N. Country Club Rd., Brevard, NC 28712). Transylvania County is currently conducting major renovations throughout all public schools, with $68 million in bonds and $62 million from a needs-based grant.


In the course of this work, the sewer system and pump station under Brevard High School were revealed to differ from municipal drawings. The pump station is poorly located and failing. The structure of the sewer line and the condition of the pump station put the newly renovated facility (which is also the site of the planned new $62 million construction) at risk of a major sewer backup, which could damage the facility and disrupt student activities and education.


This project involves the design, permitting, public bidding, and construction of a new gravity sewer line and a new pump station, demolishing the existing pump station and installing a new force main connecting to the existing sewer for the City of Brevard. The gravity sewer line will route from the existing Brevard High School pump station at the football field house to the proposed pump station to be placed in the vicinity of the Bus Maintenance facility. The force main will route across school property to discharge into a manhole on the City of Brevard sewer system. The pump station will be designed to meet City of Brevard standards.


The project includes approximately 1,650 LF of 8” gravity sewer; about 10 manholes; decommissioning and demolition of the existing pump station in front of the Football Field House and decommissioning of existing force main(s) through Brevard HS campus; one duplex pump station built to City of Brevard standards; approximately 1,100 LF of force main; and miscellaneous service reconnects for various buildings around the project area.


The pump station and sewer belong to Transylvania County Schools but are maintained along with other school infrastructure by Transylvania County through an Interlocal Agreement. Brevard High School is located in Block Group 2, Census Tract 9603.02, which has an LMI percentage of 58.50 percent. Therefore, the project also meets and exceeds requirements for LMI benefit by virtue of its location. In addition, 66.08 percent of the school’s 800 students qualify for free and reduced lunch.


Funding this project is critical to protecting the significant investment being made in Brevard High School and ensuring the continued, reliable operation of one of only two high schools in Transylvania County.


The following is a tentative list of proposed activities and an estimated budget. The final application will be reviewed at the public hearing.


Infrastructure Improvements (Construction): $1,361,000
Engineering & Administration: $221,000


The proposed project will provide benefits to Brevard High School and Census Tract 9603.02, 58.50 percent of whom are low- and moderate-income individuals based on HUD data from the 2016-2020 American Community Survey. No individuals will be displaced, nor will any require temporary relocation assistance as a result of the proposed project.


Citizens will be given the opportunity to provide oral and written comment on the County’s proposed use of CDBG funds at the public hearing. All interested citizens are encouraged to attend.
